When you need help now

For evacuation notices, severe weather and other local emergencies, Stanislaus County’s Office of Emergency Services provides StanAware alert registration. Its StanEmergency dashboard gathers emergency updates, road closures and shelter information.

Water, sewer, electricity and gas

City water, sewer and garbage billing

The City of Turlock handles the water, sewer and garbage account. For billing questions or to start or stop those services, call 209-668-5570. Accounts Receivable is at 156 S. Broadway, Suite 114. The city lists office hours as Monday–Friday, 8 a.m.–5 p.m.

Start or stop city utility service · Pay or manage your utility bill. Use the payment link on the city’s own website so you reach its current portal.

For a water or sewer service problem, contact Municipal Services at 209-668-5590. A billing question goes to Finance; a leak or sewer problem goes to Municipal Services. The city also has a water-waste reporting form.

TID electricity

Turlock Irrigation District is a separate agency from City Hall. TID customers can start, stop or transfer electric service through TID customer service or call 209-883-8222. Its Turlock office is at 333 E. Canal Drive; TID lists the office hours and payment locations here.

For an outage, use 209-883-8301 rather than the billing number. Check the outage page for the map and reporting instructions. If paying a bill is difficult, ask customer service about payment arrangements and the CARES assistance program.

A caller demanding a prepaid cash card or wire transfer is a warning sign. TID says it does not require those payment methods. Hang up and call the published customer-service number if you are unsure who contacted you. For the district’s canals, dams and local history, read our Turlock Irrigation District guide.

Natural gas and moving-in basics

For a PG&E gas account, use PG&E’s website or customer service at 1-800-743-5000. Check the provider named on the account for the property; a Turlock mailing address alone does not tell you which agency supplies every service.

  • Set up the city utility account and the electric/gas accounts separately. Have the property address and your move-in date ready.
  • Ask when the previous service ends and your account begins, especially if you are moving over a weekend.
  • For an apartment, check which utilities the landlord pays and which accounts you must open yourself.

Trash pickup, recycling and bulky items

Turlock Scavenger handles collection. For a missed pickup, damaged cart or bulky-item request, call 209-668-7274 or use Turlock Scavenger’s service links. Its office is at 1200 S. Walnut Road. Questions about the city bill still go to 209-668-5570.

  • Find your collection day: use the city’s pickup-day lookup.
  • Put carts out early: the city says to have them ready by 5 a.m. on collection day. Leave room between carts and keep them clear of parked cars. Cart placement and container rules.
  • Use the right cart: gray is garbage, blue is recycling and green is organic material. Check the city’s garbage and recycling information before placing an unfamiliar item in a cart.
  • Holidays can shift the route: New Year’s Day, Thanksgiving and Christmas are the listed collection holidays. Pickup moves one day later for the holiday and the remaining days of that week.
  • A sofa or mattress needs arrangements: request a bulky-item pickup and confirm the date, accepted items and any charge before putting it out.
  • Paint, chemicals and other hazardous items: use the city’s harmful-item disposal guidance instead of a household cart.

Outside city limits, check the county’s Turlock Scavenger service-area information. Collection calendars and services can differ from those inside Turlock.

Report a pothole, broken light or neighborhood problem

Start with the city’s Neighborhood Issues directory. It routes complaints about sidewalks, residential potholes, trees, unsafe conditions, activity without a permit and other neighborhood concerns. You can also use the MyTurlock app to submit service requests.

  • Streetlights, traffic signals, water or sewer: Municipal Services, 209-668-5590. For a light, include the pole number if you can read it safely; TID also has a light-problem option in its contact form for lights it services.
  • Code and neighborhood concerns: Neighborhood Services, 209-664-7348. Use the city directory to choose the relevant complaint type.
  • Park or recreation facility issue: Parks & Recreation, 209-668-5594.
  • Animal-service questions: Turlock Animal Services, 209-656-3140. The shelter is at 801 S. Walnut Road.
  • Noise or another police matter that is not an emergency: dispatch, 209-668-1200.

These department numbers are in the city’s phone directory. For a service request, give the nearest address or intersection, describe the problem and attach a clear photo if the form allows it. Keep the request number so you can follow up. A website form is for routine reports; call 911 when there is an immediate danger.

For zoning, property use or the planning approval a project may need, call Planning at 209-668-5640, at 156 S. Broadway, Suite 120. The Planning & Land Use Permitting page explains that side of the process. Bring the property address and a description of what you want to do.
